How do I download a YouTube thumbnail in HD?

Can I download the thumbnail of a YouTube Short?
Yes. Paste the Shorts link, which looks like youtube.com/shorts/ followed by the video ID. The tool reads the ID from the link and shows the thumbnails in the same way as for normal videos.
Why is the HD thumbnail not available for some videos?
YouTube creates the HD 1280×720 version only when the video or custom thumbnail is large enough. Older or low resolution videos often have only SD, HQ and MQ sizes. The tool hides sizes that do not exist.
